I used the tank sealer, but waited to do the rudder final assembly until I was working on the tanks and was up to my elbows in sealant anyway.

You have to decide for yourself when good is good enough, but it sounds like you checked it quite extensively. From looking at my pictures, it appears as if I did the leading edge first and work back from there. I do remember drilling out a few of those nose rivets until I figured out how to get my hand and bucking bar in the right place. I noticed the same thing before I put the rivets in and did smooth the surfaces with some gentle bending and sanding so that the rib fingers didn't have pressure points at their edges. The trick is to get a smooth mating surface without removing too much material. I am glad I did the work.
