Had an incident today where an aircraft that either had an inop radio or was transmitting on the wrong frequency departed a crossing runway to the one for which I was on final and approx 1/4 mile from threshold. This after I had made all the appropriate calls for the runway I was using, which was the "active" runway at the time (uncontrolled field). Another aircraft warned me, and there was no factor, but it really illustrated how you absolutely need to expect the unexpected.
With flying season getting stared (at least here in da great white nort) just wanted to remind everyone to be careful out there.....
