Tip-Up Canopy Hinge Pin Drilling

Well, I'm at the point of my building where I have to drill the holes for the hinge pins in the canopy frame. The plans state to drill the 1/4 holes in the canopy frame with the front fuse skin Riveted on. Currently I do not have the skin riveted on, and was hoping to delay this step until one of the last things.
Has anyone drilled the holes for the hinge pins without the front top skin on? I was thinking of clecoing the skin to the fuse, but leaving the sides un-clecoed so I could get access with a drill. Has anyone done this, or think of a good reason why I shouldn't?

Without talking to the factory to ask the only thing that I can think of is to make sure that the fuse is true before you drill those holes. If the fuse isnt square when you drill them I would think that they might bind once the fuse is square. Good question though. If you find out the athoritative answer let us know.
