Counter Wt. Skin Over/Under?

Counter Wt. Skin Over/Under?

Sure seems to be alot of variation in the position of the counter wt skins on elevators and rudder. Some build with the counter wt. skin on top of the skin and others with the counter wt. skin under the skin. For me the plans and instructions on this step are a bit confusing. What do others think?

Mistakes are made here. The rudder and elevator skins go on top of the counterbalance skins. I think people assume it should be the other way because the edges of the skins point into wind when it done correctly and they think it should be the other way.

I've seen 2 or 3 planes assembled incorrectly, with the counterbalance skins over the rudder/elevator skins, and I think it looks like crap.
