Elevator horn bolt head interefence

I drilled the left and right elevator horn bolt holes using the center bearing as a guide. Everything aligned great. However, the hole in the left elevator horn is close enough to the elevator tube that the bolt head actually contacts the weld. It's so close, that there is almost no clearance between the actual tube itself. Any suggestions on how to remedy this so that the underside of the bolt head contacts the elevator horn evenly?

You can grind away the weld in that area... Somewhere I have seen approval from vans on allowing this. It may be on the prints..
