Kevin J. and I were talking tonight and we were discussing the liberal state of Massachusetts. He says the Massachusetts Aeronautics Commission representative he talked to says that he WILL ramp check aircraft.
Is that legal? I know we have to surrender Pilot Certs and medicals to FAA officials, but what about the state?

I am pretty sure in the regs it states that you must surrender your cert to a law enforcement officer if he requests it, but I don't know if a state employee would have the authority.
Time to go back to the regs and look it up, I guess?
In North Dakota, the aeronautics commission is a board of about a half a dozen members, I am quite sure they don't have the training or authority to do it.
A technical correction here. You do not have to surrender them. My understanding is that you don't do that ever. You must furnish them for inspection, but never surrender them. There apparently has been some case law where there was a confusion and someone ended up without their ticket.

Actually John, you are incorrect. You most certainly do have to submit it to a police officer for review if requested.
FAR 61.51 (i) (1) (iii)
Pilot Logbooks
i) Presentation of required documents.
(1) Persons must present their pilot certificate, medical certificate, logbook, or any other record required by this part for inspection upon a reasonable request by—
(i) The Administrator;
(ii) An authorized representative from the National Transportation Safety Board; or
(iii) Any Federal, State, or local law enforcement officer.

(a) The holder of a certificate issued under this part may voluntarily surrender it for:
(1) Cancellation;
(2) Issuance of a lower grade certificate; or
(3) Another certificate with specific ratings deleted.
(b) Any request made under paragraph (a) of this section must include the following signed statement or its equivalent: “This request is made for my own reasons, with full knowledge that my (insert name of certificate or rating, as appropriate) may not be reissued to me unless I again pass the tests prescribed for its issuance.”

I was ramp checked by the TSA when I flew out of Sanford while the Pres was in town. They were very pleasant and were much more interested in making sure I didn't have anything dangerous onboard than if I had expired charts.
