on the elevators, it says to bevel the area where E-713 (counterweight skin) crosses the spar, and rearward for a smooth transition between skins. WHAT???

i've always know a bevel to be on an edge, where you make an angled edge with whatever material you're working with (glass, drywall, metal, etc...). so what are they talking about here? am i supposed to thin the metal where 713 crosses the spar, or just literally bevel the edges on TOP of the skin where the elevator skin lays on top?
does my question make sense?
